TO PROHIBIT THE DESTRUCTION OF LAND BY SUSPENDING THE CURRENTLY PRACTICED LOGGING IN THE U.S. AND ACQUISITION OF LAND FOR HOUSING DEVELOPMENTS.
___________________________ IN THE SENATE December 08, 1999 Mr. Serpa of California introduced the following bill. ___________________________ A BILL
To prohibit the destruction of land by suspending the currently practiced logging the U.S. and acquisition of land for housing developments. 1. Be It Enacted By The Senate And House Of The Representatives Of The 2. United States Of America In Congress Assembled, that this act may be cited as the 3. "Future Protection Act." 4. SECTION 1. Prohibiting logging of land not currently being logged or sanctioned 5. for logging in the U.S. as of now. 6. SECTION 2. Limit the acquisition of land for logging to a total of ten (10) 7. million acres. 8. SECTION 2a. The acquisition of said land will be taxed upon every year at a flat 9. rate of 10% of yearly earnings (of the sale of the trees), for the funding of this 10. endeavor. 11. SECTION 3. No clearing of land will be pursued in the State of Hawaii. (No 12. allotment of land for new housing developments.) 13. SECTION 3a. Other non subdividing areas include: The Bay Area and land north 14. of the 37 1/2 parallel in California, Tahoe California and Nevada, land north of 60 15. degrees North and east of 160 degrees West in Alaska, land north of the 44th 16. parallel and south of the Northern Border of the U.S., land south of the 30th 17. parallel, and the area included in the following set: east of 115 degrees West, north 18. of 35 degrees North, West of 100 degrees West, and south of 44 degrees North. 19. SECTION 3b. The aforementioned areas will grow until all land in the United 20. States is completely free from deforestation, rate at which growth will occur is 1% 21. the area of the U.S. per year until January 1st, 2040 where all land will be 22. sanctioned by the Future Protection Act.
